According to the article, with the current travel restrictions in place due to the pandemic, it seems that it is illegal...is this not the case - is the article inaccurate??

If they're not seeking asylum then yes.

The vast majority of people here illegally are people who entered legally but have failed to leave. Very few people come here by boat or smuggled in. The problem is the governments failure to track people and eject them.

Not that I'm aware of. I would have to check but I'm pretty certain you have do it in the country you're seeking asylum.

I "think" that you arrive as a refugee, and then apply for asylum.

They are only refugees until they arrive in a safe country , if they travel further then they become migrants .

If I want to go and live in another country I don't have to be in that country to initiate the process , I go to the relevant Embassy/Consulate and make my application and when and if my application is accepted I make the appropriate travel plans and arrive legally , if I tried in some way to circumvent that process and entered another state illegally I would expect to be arrested , detained and deported . Why is it different for people coming from France in a dinghy ?

Because they're not French citizens & France doesn't have to accept them back. France is probably just fine with sending them on their way & leaving it up to the next country to deal with them.
Just as anyone else is, I suppose.

I am rather doubtful that if I entered the USA illegally from Mexico or Canada and was apprehended that they would send me back to Mexico or Canada I suspect they would send me back to the UK , if they were not able to determine my country of origin I imagine that I would be detained for quite some time if not indefinitely.
