In the winter it should be "If you're braking you're going too fast"
I personally try to not brake at all when riding in winter. Correct and careful judgement and decision making of the road infront of you should mean that you need never brake when not stopping at a junction.
I tap my brakes to make sure the muppet behind knows I'm slowing. All too often I've read the road and slowed but the cager behind hasn't and can't work out why I'm no longer doing 70mph.

With the number and mix of unmarked cars West Mids and Warwickshire police have I always ride at a mixed pace to make sure I'm not being tracked or I'm about to hammer past one of them.
