Re: The next prime minister
The governor of the Bank of England has shot down Boris Johnson's plan for a No Deal Brexit - saying it's simply not accurate.
Mark Carney steamrollered the Tory leadership favourite for claiming Britain can stop trade tariffs kicking in on October 31.
Mr Johnson claimed earlier this week that "GATT 24 or whatever" can give the UK a "standstill" in its current trading rules if there's no deal by Halloween
It's thought he was referring to Article 24 of the General Agreement on Tariffs and Trade (Gatt) rules, which are overseen by the World Trade Organisation.
But there's a problem with Mr Johnson's claim.
Mr Carney pointed out Article 24 only applies if there is already a deal in progress between the UK and the EU.
The Bank governor told the BBC: "The Gatt rules are clear.
"The International Trade Secretary Liam Fox has testified to this effect in Parliament and I have spoken to the director-general of the World Trade Organisation on this fact.
"Gatt applies if you have an agreement.
"Not if you have decided not to have an agreement, or have been unable to come to an agreement."
According to the independent House of Commons Library, the Bank of England's governor is correct.
Article 24 allows nations to adopt an "interim agreement" while they are drawing up a customs union or free trade area.
It can be in force for a "reasonable length of time", which WTO members have agreed can last up to 10 years.
But there needs to be a "plan and schedule" in place to get towards an end-state agreement.
This suggests that if talks have completely broken down, an Article 24 agreement would not be allowed.
Mr Carney said if the EU was to decide not to apply tariffs to the UK, they would have to also lower tariffs for the US, Canada and the rest of the world.
He said: "We should be clear that not having an agreement with the EU means there are tariffs automatically.
"Because the EU have to apply the same rules to us as they apply to everyone else."
Mr Carney also warned that 150,000 businesses are "not fully ready" for Brexit.
He said the number of businesses which had their paperwork in order was about 20% six months ago and now stands at 40%.

Re: The next prime minister
Johnson has no clue what he is talking about.
It also means that if the UK were to decide on zero tariffs on imports then it would have to do the same for the whole of the rest of the world, including China and India. A lot of UK businesses would not survive that competition.

Does it?
Surely they'll just work out deals with other countries on an individual basis?
I thought that was a fairly significantly factor influencing the decision to leave.

You can’t compete on a level playing field with countries that produce on the back of counterfeit items made with slave labour conditions.D41 wrote:Does it?

There are a lot of angry people out there. Angry about what is happening to this Country.
I can foresee a lot of problems ahead for Boris if he doesn't address the problems ordinary people are facing.
MiL has had an awful week again with insufficent staff to see to her care. This Country is close to being on its knees.

Looks like Johnson has made an enemy of Murdoch's group and others with his vote rigging. That isn't going to end well for Johnson.

Re: The next prime minister
He's been telling lies about the Withdrawal Agreement as well.
He's a loose cannon. There's a woman rotting in an Iranian jail because he couldn't be bothered to read his briefing notes.
The man is a liability.

A British Iranian woman got arrested in Iran for allegedly trying to help topple the government. She says she was just there visiting family.D6 wrote:

Johnson cocked it up by saying she was working there, teaching journalists. She wasn't.

Re: The next prime minister
Her Wiki page says that she has at some point in the past worked for a company that teaches journalists though, which puts her in that ballpark....not that there's anything wrong with that.
Plus she's married to Whitey....a heinous crime in that neck of the desert.
