It wasn't so much a criticism as an observation. China didn't necessarily want a one-child-policy as much as it had to go down that route at that time.
It's worth bearing in mind that it's now aging population has forced policy change yet again as two retired parents in a family now have only one offspring to provide for them in old age....it's causing too much strain on the younger generation, apparently.
Hence the old Chinese saying....
"It's a holiday in Cambodia....."
