What happens there? The rider in front sticks his left leg out, so why didn't the rider pass him on the left?

Looks like he takes his foot off to say hello and then goes for a gear but changes down instead of up!

I thought that leg out meant "I've seen you, you can pass this side"?
But you could be right.
