There is a place near Donington called Winding Roads. The do say you can visit their outlet but i think you need to arrange in advance as I don't think they man the place permanently. I think its much down to the individual copper as anything else. Whatever arguments we may use they do have the option to prosecute as you can only filter when the traffic is considered to be queuing. Filtering - How it differs from an 'Overtake'.
