We're seeing a change in attitude to it's use, probably because those in power are likely to have used it or know people who used it. With a few US states and a couple of countries allowing the sale I think we'll see the other more liberal US states and some European countries follow suit. It's a massive generator of tax which is something governments are acutely aware of.
