In my opinion they are blatantly flouting the law. Governments know it but are frightened to tackle it. There was an article a few weeks back saying how 2/3rds of Britain's biggest companies are having they tax affairs reviewed because they make them so complex to follow and the other third are only not being reviewed as HMRC do not have the staff to tackle it.

If small businesses tried the tactics they use to divert their profits out of the country then HMRC would refuse to allow the diversionary expenses (that the likes of Amazon/Starbucks etc are allowed to claim) and make them pay the tax in full.

No tax paid in the UK yes. You just negotiate how much you want to pay with the government of whichever company you set up in.
