I had heard about these clubs but I wasn't aware that they were starting to become so popular.
In short, it's a local group who grow their own and smoke it together. It cuts out the drug dealers and it also means they know the source of the drug and what's in it.
A police and crime commissioner has asked for a new approach to dealing with these clubs, which seems sensible.

I do think we'll see a gradual change in policy over the next 10 years with it being licenced and sold in approved shops.

Sounds like a modern & legalized version of a Prohibition-era "speakeasy".
