Or simply offer to look after his dog whilst he's out, so that it doesn't get lonely & bark constantly. ??

Neighbour disputes have a habit of escalating.

I have a big dog and her bark is loud, thankfully she is not a barker and only does it to let me know someone is at the door, or hears another dog barking .

My next door neighbour started making comments about it but as I pointed out to her why she did it and that on a nice sunny afternoon sat in the back garden trying to read I had to put up with her 2 kids who were quite young hollering and screaming incessantly, especially during the summer holidays.

It cured it as sometimes you can't see the nuisance you can cause to others without realising.

This chap seems blind to what his actions are causing you and others,

Couldn't you throw down the olive branch first and meet him half way . You could put the rubbish out in the morning therefore it only being by the tree for an hour or so and ask him to put the dog in another room when they go out so as you won't hear it?

Failing that then I would throw the rubbish on a daily basis into their back garden then this takes away the need to put rubbish out by the tree at all, there problem solved :)
Live each day as your last as one day you'll be right !!
