Congrats on the 3 yrs D41, I grew up with an alcoholic so I applaud you (y)

But I totally disagree about cannabis being a gateway drug. Like Duke says addicts are addicts, it matters not the product.

People that have a problem with cannabis will have a problem with something else if it’s not available.

Yeah...I'll go along with much of that...and even the scientific community is very split on the subject....hence the laws pertaining to it's use go from one end of the spectrum to the other..... while there's no grey area around harder drugs...coke, heroine, etc.
But like you say, you're a recreational user...you can walk away from it. Many people cannot.....whether they want to or not.

Heroin and cocaine are very addictive, there should be no debate about that. But it's the lack of consistency with the amount of drug sold with each deal that causes the problems. Overdoses happen when a user has a hit with a higher amount of the drug than they're used to.

As Chris Morris said in Brass Eye:

Luckily, the amount of heroin I use is harmless. I inject about once a month on a purely recreational basis. Fine. But what about other people less stable, less educated, less middle-class than me? Builders or blacks for example. If you're one of those, my advice to you is leave well alone. Good luck.

The number of adults who have done drugs in the past year has decreased steadily since 2001.

Compared to rest of the EU, young people in Portugal now use the least amount of "legal high" drugs like synthetic marijuana, which are especially dangerous.

The percentage of drug-related offenders in Portuguese prisons fell from 44% in 1999 to 21% in 2012.

The number of people in drug treatment increased 60% from 1998 to 2011, from 23,600 to 38,000.

A quick check tells me that there's only 38,000 people that actually live in Portugal anyway, so it's not even a real country, it's more like a campground.

Depends...how long is a piece of string??

It's a multi-layered issue in terms of "cost".
The actual cost of legalization would be negligible.
The side-effects (excuse the pun) would be very difficult, if not impossible to determine.
You'd have changes in medical costs & practices, loss of productivity in the workplace, etc....there'd be some fairly far-reaching consequences.

How much to make it law? The same as any other bill we pass through parliament.

How much to implement? No idea. It depends. If its just for medical use then the pharmaceutical companies do the tests and submit the product for approval.

I forgot to mention, we already make cannabis based medical products so once it's legalised for that it won't cost anything.
