If the guy seems genuine, the paperwork backs up his description of the incident, the bike passes your inspection and the price reflects the cat D status its got to be worth considering, so YES.

Green box is exhaust bracket and on top is a billet fuel cap.

Just a suggestion as will only take 2 seconds with the remote preload adjuster and gives you valuable feedback on if the 55 profile will help.

He was running well and the m1 was obviously competitive so a crying shame.

That will lift the rear by 10mm which will reduce the trail at the front and therefore aid a quick steering bike and reduce under steer on exits which is what you want. Definitely a good idea IMO. I don't know if you have set your sag or not but perhaps add some preload to the rear to add a little h...
