"Live" is the key word , I do not watch or record any live broadcasts and therefore do not require a licence .

True. But it still has to be paid at the moment so at least it's fairer and proportional to road and car use.

I read that as broadcast be it catchup tv, online streaming or satellite/cable etc. If you don't use any of the above but only watch DVDs etc I can't see it being necessary. ...

You need to be covered by a TV Licence if you watch or record programmes as they're being shown on TV or live on an online TV service. This is the case whether you use a TV, computer, tablet, mobile phone, games console, digital box, DVD/VHS recorder or any other device.

As far as I'm aware not paying for a TV lience is a criminal offence and therefore would land you a criminal record and if fines are not paid could ultimately see you in prison. They do, but they don't have the right of entry from what I know.

In France it's part of the council tax equivalent so you can't dodge it.

Ah okay.. something you might like is the Skenfrith road between Ross-on-Wye and Abergavenney.. very nice B-road The Tintern road is so busy with Traffic I avoid it like the plague, the Usk Roads are much quieter albeit not as nice scenery down there. ...
